damaged due to deferred maintenance. |

Deerfield, Massachusetts
To help Deerfield comply with the Safe Drinking Water Act, RCAP Solutions provided technical assistance
that resulted in mapping of the distribution system, source inventory, and identification of areas to be considered
for capital improvement. |

Block Island, Rhode Island
RCAP Solutions formed an ad hoc committee to build a consensus for a water rate that would be acceptable to both
seasonal and year-round residents.

construction of a new water facility after individual wells were contaminated with lead and
petroleum.

RCAP Solutions is facilitating an investigation of the Lower Esopus watershed to identify the causes of
catastrophic flooding along the Lower Esopus stream corridor, as exhibited during the severe floods of April
2005. |

Fairhaven, New York (Wayne County)
RCAP Solutions assisted with needs assessment, project planning, initial income survey work, a vulnerability
assessment and an emergency response plan when the Village of Fairhaven
received a consent order to establish a public sewerage system to alleviate alleged septic contamination of Little Sodus Bay. |

Cliffside Park in Morris County, New Jersey
RCAP Solutions assisted in obtaining a total funding package of $625,000 to help Cliffside upgrade
a very old and deteriorating water system.

Village of Morris Run in Tioga County, Pennsylvania
RCAP Solutions, Inc. provided assistance on development of a regionalization project, and
helped obtain
$1.6 million in funding from PENNVEST to replace an aging and deteriorating drinking water system.

Mill Creek Authority, Huntingdon County, Pennsylvania
RCAP Solutions, Inc. provided assistance on the development of a rate restructuring calculation and a
delinquent collection program that enabled the Mill Creek Authority to become current on the debt service and
set aside monies for a capital improvement fund.

Village of East Waterford, Juniata County, Pennsylvania
RCAP Solutions, Inc. provided assistance on development of a regional sewer plant and collection system to serve the Village of East
Waterford which encompasses parts of Tuscarora and Lack Townships. |

Guys Mills Water Association, Randolph Township, Crawford County, Pennsylvania
RCAP Solutions helped develop new leadership, a strategic plan to upgrade the
distribution system, a process to meet regulatory requirements and provided a loan to begin the replacement of
leaking water lines in the distribution system. |

Village of Richfield, in Juniata and Snyder Counties,
Pennsylvania
RCAP Solutions assisted this community in developing a budget and rate structure to assure repayment of a
$738,000 loan from USDA that was used to replace local springs with a well in order to meet Safe Drinking Water requirements.
